Please explain your issue is in as much detail as possible.
I do not own the conclave expansion. Whenever i have an insane character, i get the event to appoint glitterhoof as my chancellor to my realm but all it does is remove my current chancellor.

Steps to reproduce the issue.
This happens when i have an insane character and get the event to appoint glitterhoof as my chancellor.

Pretty sure this isn't a bug, that's how the event worked pre conclave. They probably kept the old event for people who don't own the DLC.
