Please explain your issue is in as much detail as possible.
I own HRE (Princely Elective) and Kingdom of Saxony (Gavelkind). If I try to change Saxony to Elective Gavelkind, the tooltip says I need the law "Centralized" first.

The problem is in common/laws/succession_laws.txt, in the definition for Gavelkind and Elective Gavekind. For those two succession laws (only), the "change from hre elective" clauses are nested inside a "holder_scope", so they check the primary title instead of the title whose succession is being changed.
