Please explain your issue is in as much detail as possible.
Both duchies d_jazira and d_mudar have their capital listed as province 700, Bira. That province is in Jazira, not Mudar.

This bug has not yet been fixed in patch 3.1. The duchy of Mudar continues to not really have a de jure capital.
