d_hampshire and d_cumbria (Wessex and Cumbria) are not in region custom_england (England)
d_agder and d_oppland (Agder and Oppland) are not in region custom_norwegian (Norway)
This causes problems as the culture conversion events for saxon (Anglo-Saxon) to english and norse to norwegian refer to these regions meaning the counties in the affected duchies won't see these events
Steps to reproduce the issue.
Start a game, for example in 1066
Click on any county in the kingdom of England outside of Wessex, Cumbria or Cornwall.
Look at England region.
Click on any county in the de jure area of the kingdom of Norway outside of Agder or Oppland.
Look at Norway region.
