Please explain your issue is in as much detail as possible.
The "De Jure Kingdoms and Empires" setting in the shattered world generator does not remove de jure kingdoms when set to "No Kingdoms"

Steps to reproduce the issue.
1) Start new shattered world generation (any date)
2) Set "De Jure Kingdoms and Empires" to "No Kingdoms"
3) Start game as any character and enjoy the default de jure kingdoms and empires

Have you disabled the HRE, Byzantine etc. correlaries? They each have their own checkmark that one needs to uncheck. When I remove those checkmarks, the shattered world is created correctly.
 
Hmm, do you mean that there are actually kings and emperors at the game start, or merely that the de jure kingdoms and empires still exist in theory and can be created and are shown on the map? The latter is supposed to happen, the former isn't. I guess it would be helpful if you could add a save file to demonstrate because I've never had this happen nor anyone I've seen play shattered world on youtube.
 
The latter is supposed to happen? Seems like odd wording to say "All De Jure Kingdoms are removed, as well as all De Jure Empires" when they instead mean that no one holds those titles. Especially since setting it to Random does actually create randomized De Jure Kingdoms and Empires.

Thanks so much for exlaining, now I see what you mean and can confirm this bug! I also selected "all de jure kingdoms and empires removed" and yet here we are at the start of the game with a de jure empire:

Selecting "No Kingdoms" does not remove de jure kingdoms from the map, but it does mark the titles as "inactive". Hovering the "Create" button will tell you that the title cannot be created because it is inactive.

This is weird, but maybe it's needed due to the many game mechanics that involve de jure kingdoms. You need to name a target kingdom for most invasion CBs; pagans with the "become king" ambition can use the Subjugation CB multiple times; etc.

Does this cause gameplay problems, or is it just confusing?
 
5 months, no dev acknowledgment or fix. Just like all the other bugs.

I mean, it's not a bug. What the setting does is prevent the formation of kingdoms based on de jure territory (kingdom) and not generate any at game start.

Looks like it's working as designed.
