I have started construction of a Vineyard in my Great Work (a garden) in Kaunas, but it is paused. Nonetheless, I can send a gift of alcohol with it and get the resulting boost in opinion (+10).
Steps to reproduce the issue.
Start building a Vineyard in a Great Work, then pause it before it is complete and observe that you can still send an alcoholic gift.
