Please explain your issue is in as much detail as possible.
The Ashoka Bloodline has the text indicating it should give one invasion per lifetime, however it does not have the bloodline_great_conquerors flag, meaning it still won't let you declare invasions.
See screenshots for first a character with Ashoka bloodline but no invasion CB on its neighbour. Second screenshot shows that by adding Alexander bloodline, which also give a once per lifetime invasion it does get added to the list of CBs so it's not that this target happens to be ineligible.
Steps to reproduce the issue.
Run event HF.24228
Try to declare a war with the invasion CB.
