Thanks for the report. Can you upload the log files and latest dump from "Documents\Paradox Interactive\Crusader Kings II" if one was generated?

Could you then also try if making a backup of and deleting the "Documents\Paradox Interactive\Crusader Kings II\cache" solves the issue? And if it does upload the a copy of the cache file, and if possible check how much cloud data you are using for CK2 by logging into https://store.steampowered.com/account/remotestorage and look for "Crusader Kings II"

I have the same error, but there are no "cache" at Documents\Paradox Interactive\Crusader Kings II, which I can delete. I have tried to delete the folder and everything else for a reinstall several times plus validated.

I dont have all the expansions only: Sunset Invasion, Reaper's Due, Charlemagne, Norse portraits, Songs of Yuletide, Norse Unit Pack, Way of Life, Rajas of India, Sons of Abraham, The Old Gods, The Republic, Sword of Islam, Legacy of Rome, African Portraits and South Indian Portraits 5 year anniversary

I have uninstalled all my mods.

My version is 3.1.1 (WQTI)

Is there anything else you need?
If you don't have the cache file but has a similar issue, I'm going to guess that it's your antivirus software that's blocking CK2.
This happens from time to time when we release new patches and Is unfortunately not an easy thing for us to fix as the problem lies with the antivirus programs.
Try exempting CK2 from what your AV checks or disabling it and start the game again.
