Completed upgrades for Great Works have the wrong descriptions. All of them refer to a great statue to the lord even if you have roads, or a tower built for example. Have provided a save file.
Steps to reproduce the issue.
Build a wonder, and an upgrade and read its description. If I had to guess, it may have been caused by pausing great work, or great work feature construction.
