"The Yes Men"'s description states that all council members must be loyalists. The achievement fired despite the presence of a non-loyal councillor. I believe this is caused by the presence of a regent increasing the amount of loyal councillors. The save file is just after such a situation occurred.
Steps to reproduce the issue.
Get all but one council member to be loyalists.
Enter a regency, where the regent is a loyalist.
The achievement should incorrectly fire.
