Characters that are generated through the intrigue screen (such as invite noble to court), or through some events (such as a destitute noble from former enemy seeking refuge), will be given a family name from very far away places that are ruled by other cultures. As an example, when playing Norse, Slavic, or Irish Christian tribal rulers in a 769 game start, one will end up with characters of the proper religion/culture/portrait named as though they were actually from the Middle East, India, or Africa. I also had one case in testing where a distinctly French surname showed up among the Norse...sort of a reversal of the real life Normans, I suppose.
This bug seems to occur only for tribal rulers that have no non-tribal holdings within their (or their vassals') demesne. So the Picts are fine in 769, and get family names associated with baronies in their territory, but most other tribals in that year seem to be affected.
Steps to reproduce the issue.
Start a new game as a tribal ruler in 769, and ensure that there are no non-tribal holdings in your territory. Then invite nobles (or trigger events that spawn new characters), and check their family name.
