Please explain your issue is in as much detail as possible.
You can click on "build a new holding and destroy the tribal settlement" button, but can't build any holdings.
The "build" button is inactive, and there is no tooltip why my character can't replace tribal with other holding, it is very confusing.
Steps to reproduce the issue.
Have a tribe in the province with other holdings, while playing as non-tribal ruler.
