Please explain your issue is in as much detail as possible.
When reforming from pagan, one can pick Meritocracy to designate heirs but if they are lacking either Jade Dragon or Rajas of India, the choice is effectively a waste.

There is no indication of this in-game. No warnings.

Since pagans are dealing with Gavelkind, heir designation can be very desirable hence an easy pick. However, it's only noted on wiki that you can't use that feature without aforementioned DLC's.

Playing an Ironman game, I feel cheated.

Steps to reproduce the issue.
Start a game without Jade Dragon and Rajas of India DLC but with Holy Fury.
Play a pagan character.
Reform the religion.
Pick Meritocracy doctrine.
Try designating an heir - there is no option to do so.

I don't think this is a bug. It feels like one but the devs haven't done anything despite numerous complaints.

Yeah, I saw other reports but if they are going to keep it this way, it should at least be made clear in the game so people don't waste their time and effort with it.
