3.2.0 - AI Does not move for the first few years of an invasion

Please explain your issue is in as much detail as possible.
Starting in England on the earliest start date - when an Invasion of England happens and all the Britain joins the war against the invaders, the war leader sits in a province and waits for all allies to attach. Then they stay there, letting the enemy siege them down not moving at all even though they outnumber the enemy 3:1.
Allies that join the allies walk directly to the war leader's army to attach, ignoring everything around them, to the point where small stacks will walk straight into the enemy's main army and suicide themselves in their attempts of getting the main army as fast as possible.
I have experienced this issues 4 times and in each time the war leader who everyone was attaching to was also involved in a second or third war. Because in each occasion this has been the case I am unsure whether this may be one of the causes.
After a few years the allied armies wake up and begin fighting properly as they would in any other type of war and some allies big enough to venture on their own split off and do their own thing, as normal. This is assuming they last this long, my neighbour (the only time I was not directly involved in the war to save my sleeping allies) got easily took over by the invading Norse despite vastly outnumbering their opposition.
This appears to only effect Invasions as far as I can tell so far.
There also seems to be no reason for the allies to suddenly wake up either. I initially thought it was due to multiple wars, but they woke up when those situations didn't change. They have also woken up when allies are still making their way to attach, so it's not them waiting for attaching allies either.
Tag switching to the enemies, giving them a movement command and tag switching back also does not work. They will simply cancel the movement command and stay sitting in the province.
This issues first occurred in Multiplayer, but loading the save in Single Player produced the same results.
Steps to reproduce the issue.
1: Start in England at the earliest start date
2: Wait for the Viking age
3: Wait for an Invasion of England
4: Watch as the war leader sits in province (usually NOT their capital nor direct holdings)
5: Watch war allies walk directly to the main army to attach ignoring enemies to the point of suicide.
6: Wait 2-3 years before the allies wake up and begin moving.
