Please explain your issue is in as much detail as possible.
I've never heard of "Liao" in the historical context of central-eastern Europe. Afaik this was a chinese dynasty, but not a culture in early medieval Moravia. I play the German version of the game. Maybe this has got something to do with the known German localisation problems of CK2.
Steps to reproduce the issue.
Start the game in the new bookmark of Otto the Great and check the map. I play the German language version of CK2.
