Please explain your issue is in as much detail as possible.
Tribal Catholic kingdoms (aka Scotland) need better AI. Currently they just baptize children without thinking about it. They don't care that each baptism puts them into severe debt that they can't even pay off in 10 years. And this happens every single year.

"A baptism for you, and for you, and for you. Baptisms for everybody!"

Scotland never expands now. It is always plagued by peasant revolts. The king never has the money to upgrade his holdings and become feudal. It's a vicious cycle.

Steps to reproduce the issue.
1. Start a new game where Scotland is tribal.
2. Observe.

So that's what's going on! I've been wondering what was causing this. In my game as king of Norway I launched a prepared invasion of Scotland and found the Scottish king to be like 500 or 600 gold in the red. He wasn't able to pay the ransom for the prisoners I took. And of course when I took over his territory, it was plagued with smugglers, thieves' guilds and all kinds of problems, so it was barely even worth the effort it took to conquer it.

And this seems to happen a lot with various Christian kingdoms going waaaaaaaay into the red. In my other game as emperor of Italia, where I'm trying to keep the Catholic world propped up against pagan invasions, I keep having to send massive gifts to Catholic kings to replenish their treasuries because they keep going hundreds of gold into the red. It's making it very difficult to keep the Catholic world strong and stable.

Yeah, something's gotta be done about this.
 
Think it might be due to the Pope making impossible demands for Coronations. Usually he demands money. If you have Free Investiture he'll demand you switch to Papal Investiture. However, the Pope has been known to demand you go to war for some territory.

Another poster mentioned the HRE going into massive debt to go to war on the Pope's behalf. Another poster complained that the Pope enforced Papal Celibacy-a thing you can't even mod ouot of-before allowing the Coronation. Think that needs to be reined in some.
