Please explain your issue is in as much detail as possible.
For landed rulers, the contribution of Majesty tech toward court size limit applies twice. Once as "Technology" and once as "<Capital>: Technology"

(Landless patricians, and landless mercs with a de jure capital, only get the former)

Steps to reproduce the issue.
1. Play as a landed ruler
2. Hover the "Court" tab on your character screen

I noticed this as well, but I suspect it may be an error in the gui, not in the actual court size calculation. My courtiers tended to inflate to the mid 30s in my run yesterday despite my total court size modifier being around 50. Then again, I do try to aggressively prune useless courtiers (non-dynastic courtiers that don't serve an actual purpose like a physician or commander), even after the modifications to court size limit.
