Please explain your issue is in as much detail as possible.
If the offmap emperor of China should happen to have an on-map title, factions can be created to press the emperor's claim on those titles. This is the case in the latest Monarch's Journey challenge, with Kublai Khan having a claim on the Ilkhanate.

Steps to reproduce the issue.
1. Play as a vassal of a title which the Chinese emperor has a claim on (e.g. Sa'ad Mordechai in the latest Monarch's Journey)

2. Create a faction for pressing the emperor's claim

At a glance, nothing (the original title holder retained their title when I tested, the Chinese emperor remained offmap), though I don't know if there are any other hidden effects lurking in the background
