[3.3.0] Gavelkind succession doesn't seem to work properly in some circumstances

Please explain your issue in as much detail as possible.
It seems that gavelkind succession doesn't produce the correct results in some cases.

In the attached save file (Ironman_Aschaffenburg.ck2) the player character has several kingdom titles with varying successions.

The succession law for Italy is agnatic-cognatic gavelkind. The first two in line are the player's sister and aunt which is what you would expect. After that the succession seems to switch to a dynasty that is only very remotely related to the player character even though there even are male line relatives around.

The "Italy889_12_04.ck2" save game is the same game de-ironmanned and with the sister and aunt killed off to show that that doesn't change the succession order for the kingdom of Italy.

Steps to reproduce the issue.
Load the Ironman_Aschaffenburg.ck2 save game and check the succession of the kingdom of Italy.
