Please explain your issue is in as much detail as possible.
While playing the second Monarch's Journey challenge, as the Queen of Wales and England (Wales as primary), I created a custom Empire and retained both Kingdom titles. My listed number of qualifying vassals stopped at four even though I increased to at least eight legitimate dynastic ducal vassals of Welsh culture, and began to decline. I believe the counter ceased incrementing on obtaining new vassals but continued to decrement as previously counted vassals died.
Steps to reproduce the issue.
Become an Emperor while holding the Kingdom of Wales and add a vassal meeting the conditions for Princes of Wales
