[3.3.0] Revoking a vassal's titles doesn't change their liege (easy banishment gold)

Please explain your issue is in as much detail as possible.
Before the HF expansion, revoking an imprisoned vassal's last title meant that their liege changed. They'd become a courtier of some other random ruler. They'd still be in your prison and so you could ransom them for 10 gold or whatever.

After HF hit, I noticed that these people are now your own courtiers. You can banish them freely and seize all their gold at no tyranny cost.

Any vassal's gold is completely up for grabs, just Spy On, attempt imprisonment, crush the rebellion, revoke, and banish. Or just go tyrant and use a huge merc army to repeatedly land new vassals and immediately imprison/crush/revoke/banish. I amassed 8k gold in one lifetime as a count in 769 Britain.

I don't know if this is WAD but I really doubt it, seeing as it's so broken. I couldn't find it in the patch notes. I noticed it at the time but just checked and it is still a problem.

Steps to reproduce the issue.
Imprison without cause until someone rebels, defeat and imprison them, revoke all titles, then WAIT ONE DAY and they will become your courtier, allowing free banishment,
