Please explain your issue is in as much detail as possible.
After someone creates a duelist bloodline, anyone can duel.

Steps to reproduce the issue.
1. Create a duelist bloodline.
2. Play another character that doesn't have the bloodline.
3. Challenge someone to a duel.

Solution:
In hf_warrior_lodge_decisions.txt go to the duel decision and in from_potential, change "any_bloodline" to "any_owned_bloodline" in order for this decision to work correctly.

I'm pretty sure that it's been over a year since any bugs have been addressed and so it's unlikely this will be fixed. In the off-chance that any dev takes notice of this thread, here is a list of other bugs I've reported before but I don't believe have been fixed:
