One line summary of your issue
[3.3.2] [IIVC] No in-game way to recover if your display settings get b0rked

Game Version
[3.3.2] [IIVC]

What expansions do you have installed?
All of the above

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Background: I recently bought a new monitor (primarily for working-from-home during the current lockdown situation). As it's nice and big, it's a lot nicer to play CK2 on this monitor (rather than on my laptop). However, sometimes, when I start up CK2, my display settings have been changed to some stupidly-tiny resolution. This is difficult to reproduce and is not the subject of this bug.

The actual subject of this bug is that it is impossible to switch out of low resolutions in-game, because the "OK" button is offscreen and unclickable. And the "settings" dialog cannot be moved or resized. And there doesn't seem to be a way to switch between inputs using keyboard controls (eg. tab). (See attached screenshot, where I am attempting to switch from 1024x768 to 3840x2160.)

Fortunately, I am tech-savvy enough to be able to locate and edit the settings.txt file to fix the problem. But other people might not be able to do this.

Frankly, if the game cannot support these low resolutions, then they should be removed.

Steps to reproduce the issue.
Change your resolution to something tiny (eg. 1024x768 or smaller).

Attempt to change to a different resolution, and note that this is impossible because the "OK" button is offscreen and there is no way to click it.
