Please explain your issue is in as much detail as possible.
Certain counts, usually counts who were previously dukes, cannot be transferred under other duke/king vassals.

I'm playing without gameplay mods (first discovered this during a bronzeman challenge game).

Steps to reproduce the issue.
1. Start 1337 as HRE
2. Cheat 'prestige'
3. Cheat to enact "Title Revocation Allowed"
4. Revoke Duchy of The Rhine
5. Right-click a higher tier vassal such as King of Bohemia or Prince-Bishop of Mainz
6. Select "Transfer vassal"

Result: Rudolf, now Count of Worms, is not listed

Expected: Since Rudolf is a count and not at war, I should be able to transfer him under any duke or king

This only happens with certain counts and I haven't figured out the common thread. For example, if revoke Duke of Saxony and try to transfer the resulting count, it works fine.

One of my friends encountered something similar in our weekly multiplayer session (on 3.3 now). While the kingdom of Poland existed, he was unable to transfer vassalage of the duke of Silesia to me as the King of Bohemia (since Silesia is a vassal under Bohemia in EU4 :p and also I'm a fairly passive player that likes to chill and build bloodlines). Once he destroyed the kingdom title of Poland, he was able to transfer Silesia over to me.
