Landless mercenary captains can't join the crusade, so the pope shouldn't be upset when they don't join the crusade
Steps to reproduce the issue.
During a crusade, right-click a Catholic mercenary captain, select "explore character opinions", find the Pope in the list
"Not Crusading: -15"
