Assigning jobs to councilers doesn't lock them in place

Please explain your issue is in as much detail as possible.
Assigning jobs to councilers locks them in place, so you can't right away assign them a new job
However if you make them switch seat with another counciler and switch back again, you may assign a new (a different job)

Now why should I do such a thing?

Steps to reproduce the issue.
Assign your steward to oversee construction.
Click build
Switch seats back and forth
Assign your steward to buid legend or whatever floats your boat
