Please explain your issue is in as much detail as possible.
There are blurry lines about a centimeter apart all the way up and down the screen. This issue does not occur in the windows desktop, or in any other games or applications. I have tried verifying the steam cache, reinstalling and tweaking GPU settings.

Steps to reproduce the issue.
This issue occurs on launch and persists. Restarting or tweaking settings have no effect. On the screenshot below, I have circled three areas where the issue is most visible to me.

Did it start for you today? It wasn't an issue for me yesterday as far as I recall.

Yes, after the recent update, 3.3.1. I reverted to 3.3.0 and the problem no longer occurs.

Deleting settings.txt did nothing. I did a clean install of GPU drivers only a few days ago, due to an entirely unrelated problem, so I doubt that's the cause.

If you are not sure what you have, DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Getting the issue myself too.
I'm on a windows 10 system, AMD not intel. Issue only present since the mini-patch; kind of looks like anti-aliasing has been disabled.

I'm on Windows 10 1909, fully up-to-date. Ryzen 2700X, GTX 1080.
Game appears as if rendered at half resolution.

We have one report that In settings.txt change draw_postfx from yes to no works around this too.

It did resolve the issue though it does have the side effect of making the map look pretty bad. Since I don't care about the converter fix I guess I'll roll back to 3.3.0 till this issue gets resolved.
