Please explain your issue is in as much detail as possible.
Seems I am able to settle iceland from anywhere on the map leading to the hilarous situation where my Afghan Zunist settlers of Iceland now dominate the landscape. I don't think it was intended that you could settle these tiles while having no water access and being out of diplomatic range but I thought I would let you know.
Steps to reproduce the issue.
Load game, get appropriate, cash and prestige conditions, right click on temple demesnes and click settle. Doesn't even seem to charge me the cost of doing so
