CK II - Cannot raise Demesne levies

Please explain your issue is in as much detail as possible.
My current ruler died. When I began played my new ruler, I stood down all raised vassal and demesne troops. Now I cannot raise demesne troops. The button to do so is greyed out. It says I have have raised 0, I can raise 0, and I have about 6000 available. If I try to raise troops in the individual counties, I only raise the vassal levies, not the demesne troops.

I can raise 0, and I have about 6000 available.

That makes no sense. The numbers are shown are levies raised, levies currently available, and maximum levies. The currently available levies can be lower than the maximum due to losses.
More likely your levies were somehow wiped out and haven't replenished. Did you dismiss them in enemy territory or at sea? There can also be some very rare cases where they all disappear for no reason

At leasr some of the levies dismissed were in my own territory. Also, if I go to my character page and hover over the Troops section, it doesn't show Demesne levies at all.

Look at your county capitals in your demesne then.
Is the levy bar there or are there only garrison troops in your holdings ?
