Please explain your issue is in as much detail as possible.
I am Roman Hellenic Byzantine Emperor and I cannot usurp kingdom. Tooltip says: "Merchant republics and patricians cannot usurp kingdoms or empires" - that shouldn't apply to me.

Only the tooltip is wrong as it incorrectly refers to merchant republics. Read the government tooltip instead. You can't usurp kingdoms with the Byzantine Imperial government
