Please explain your issue is in as much detail as possible.
Before 3.1.1 grand universities were buildable and active for hellenic pagans whether reformed or not. Now building them is not shown as an option for hellenics and even already built grand universities are inactive. You can test this yourself in any game, it doesn't require specific steps - they just flat out can't do grand universities any more.

Steps to reproduce the issue.
Become hellenic pagan, note that you can't build grand universities and that any already built are now inactive.

Cheers. Any idea what's going on in the other bug report I posted? No levies raised whatsoever, everything's dismissed and every horde army inspected for troops, still won't let me invade china.
