Please explain your issue is in as much detail as possible.
when i disable a member of my cuncil, i can't add him back and also there is a few person that i can add on my cuncil the others just dont show on the window

Intended.

1) Regarding "when i disable a member of my cuncil, i can't add him back" :
There is a modifier which prevents you from reselecting someone for a while once fired.
Two years or so. Better option is to switch council position by right clicking on the counilor, if that makes
sense in the scenario.

2) Regarding "there is a few person that i can add on my cuncil the others just dont show on the window"
Some people are not eligible for a council position.
Can depend on trait, government type, gender and gender law, religion and so forth.
In some cases you can only select landed vassals, so vassals with a holding, a landed title.

Not sure about the reason in your specific case.
An attached save file could maybe help.
