Please explain your issue is in as much detail as possible.
After conquering nomad land I can't build new holding over tribal even I have enough money.

Steps to reproduce the issue.
Conquer county of Narim from nomads.
It has only two holdings.
Changed main holding on tribal from temple.
Give out temple to newly created vassal.
Pressed button - Build new holding and destroy the tribal settlement.
All three buttons to build are disabled.

I'm pretty sure there's more requirements to converting tribal settlements to baronies. Have you read through them? Post a link of the tool tip.

Problem what now no tooltip at all over these buttons. And that's strange because there are tooltip if button disabled for incorrect type of building.

I think that, rather than an issue with tribal settlements, this is because you are meant to build up formerly nomad lands to remove the nomad agitation modifier. So it might be WAD.

Yes and no.
I'm really meant to build up formerly nomad lands to remove the nomad agitation modifier. But that's exact rightful way to do so.
And problem not here.
This is another province I just conquer. No nomad agitation. No tooltip. Not possible build new holding over tribal. I don't think it's WAD.

As I said there are no tooltip over build button when it disabled.

I am having this same issue with tribal holdings I've taken from the Norse conquered parts of Britain in my current game.

Having the exact same problem here. The county is of my own culture and religion and i should have more than enough wealth.

To build a new holding to replace the tribal settlement, I believe that the province must be of your religion, but for some reason, sometimes none of the tooltips tell you that.
