Please explain your issue is in as much detail as possible.
To get the pope to grant me a divorce I sent him a gift. Which increased his opinion of me by 64 points. This should have been enough, however when I check why the pope still will not grant me a divorce this +64 improvement in his opinion is not reflected. Since then I got my Chancellor to improve relations with the pope, which added 20 opinion points and this is reflected in the pope's refusal. Also I got the Great Pox and this -5 is also reflected in his refusal, but not the gift which predated both.

I know that this seems minor, but it is driving me insane, I'd really appreciate some help.

I might be wrong, but if I remember correctly, you aren't supposed to be able to bribe the pope. There's a decision to buy indulgence for sins that is supposed to work instead. The fact that you managed to bribe the Pope is kind of a bug IMO, unless you bribed him before he became the Pope.

Before you think I have a screw loose about being unable to bribe the Pope, there is a basis for my memory. With Holy Fury (a DLC you don't own and can't check) you can sway any character within your diplomatic range (which slowly boosts relations with them until they become your friend), except the Pope (and probably a few other religious heads).

Don't forget that you can send your court chaplain to improve relations with the Pope.

Okay, after opening CK2 and actually testing on a save, the Pope's opinion factor when answering a request for money or a divorce is actually just 1/4 of his actual opinion of you.

In your example, the +64 opinion modifier for having sent him a gift happens to be ~3/4 of his positive opinion of you, which explains your confusion.

The short answer is that it does affect his decision, but only by 1/4 of the amount that you expected.
