Please explain your issue is in as much detail as possible.
I tried to give a province to a former temple holder, who apparently got removed from his temple of Lovisa(located in another realm) and moved to my realm when Germanic religion was reformed by another ruler and I decided to stay Old Germanic.

Judging by the tooltips('Piety from temple grant: 50.0'), this character now thinks every province has a temple in the main holding slot, and if granted, he turns his government type from tribal to theocracy, despite the fact that there is only a tribal holding and no temple.

Steps to reproduce the issue.
When a pagan religion is reformed(in my case, by a Germanic AI ruler who chose temporal leadership), some priests who refuse to reform lose their temple holdings(but get strong claims on them), and move to another realm. If a ruler of that realm grants a landed title to such landless ex-priest, the priest will change his government type back to theocracy, as if the granted province's main holding was a temple. I think the strong claim on the temple is to blame - poor man sees his lost temple everywhere now :)
