Please explain your issue is in as much detail as possible.
When playing as a government type such as Monastic Feudal or Imperial, and I create a Dutchy title to give away to a landless courtier, there seems to be an even chance on if this will be created as a republic (even if landlocked) as Byzantium or a theocracy as Monastic Feudal. Education traits do not seem to alter this.

This was not present for me in 3.1.0 as I was playing as imperial government under a pagan ruler.

EDIT: I tried uninstalling this and reinstalling. Did not work.

Steps to reproduce the issue.
1. Start the game at 1066 start date as emperor of Byzantium with all the rules set as default
2. Defeat the Seljuks, either through force or console commands
3. Declare a holy war and win the dutchy of Kurdistan (always turned into a landocked republic for me)
4. Invite a noble to court. Grant him the dutchy
5. It should turn into a landlocked republic
