Please explain your issue is in as much detail as possible.
After I asked myself how build time and build costs really work in the game I dug into the game files and found that the following modifiers don't work (or don't work completely).
Apparently character and artifact modifiers must not be 'local_*' modifiers while province modifiers have to be in order to work.
I found that the following modifiers don't work or work only partially:

Broken Artifacts:
- antiquity_book_architecture

Broken character modifiers:
- master_builder
- inspired_peasantry (used as a character modifier by event 39830 if the character has the administrator trait)

Broken Province modifiers:
- friendly_innovations

Steps to reproduce the issue.
I used the console to give those modifiers to a province or my character to validate the findings.
