Please explain your issue is in as much detail as possible.
My Capital County (Dublin renamed Dub) will not refill the garrison and levies of the 3 keeps, 2 cities or 1 bishopric.
There is a great work (Wall), with additional archers and heavy infantry levies granted for the county.

My levy hovers around 7500 total +/- for all building. But my single capital barony levy should have 6500 when full by itself.

I have no levies raised anywhere. Not my own or my vassals.

It wont add the levies each month, unless I have the county-info-plane open and looking at it when the 1st of each month occurs. Then it will go up.

But as soon as a I log off and back on, it resets back to around 7500.

The only expansion I have working is Ruler Designer, African Portraits and Indian Portraits. I checked Old Gold, because it made me pick one. I have paid for 4 expansions (old gods, sword islam, legacy rome, way of life) but I don't have them installed.

Steps to reproduce the issue.
This has persisted for about a decade in-game over the past couple weeks. It happens every-time I play right now.

I have had this issue happen to me before, but my solution will not work for you, especially with no expansions.

The issue itself is that the garrison is not full, and the game will always fill the garrison before it fills your levies. The + levy reinforcement rate actually does nothing until that garrison is back up to full. You haven't mentioned whether your garrison is increasing, is it increasing? If not, then you most definitely have a bug.

My solution, which requires Holy Fury, is to be rank 3 in a Pagan Warrior Lodge (which a Catholic can't be unless they're tribal and not zealous and have a nearby pagan, and you're already feudal), which gives you the ability to instantly refill the levy and garrison of a holding at the cost of some renown. It's extremely unfortunate that the only solution I can provide is locked behind a DLC (albeit a very good one).

The only other thing I can think of is that maybe your character has a modifier that reduces the garrison reinforcement rate?

Yes the Garrison is a touch below full. When I watch it, it fills up and then starts filling the levy. Its gotten as a high as 11,000.
But as soon as I start up the game, however, its back down to the same 7500 point of being a touch below full and no levies.
