Please explain your issue is in as much detail as possible.
When the entire world (nomadic) reform a pagan religion, the game freezes. It is the same with temporal or without temporal leadership.

Steps to reproduce the issue.
I have already everything ready to reform in the save game.
1.Click reform.
2.Game freezes.

I tried to grant the temples before clicking on reformation, it still doesn't work (waited 10 minutes then I closed the game).

You should have noted that you have somehow cheated to get yourself every barony of the game.
Nvm, I also pressed the button, the game did not crash yet but it takes a lot of time to reform the religion.

I propose to you, simple press that button before you go to bed and let you computer online over night.

I legitimately conquered and burned the entire world. This took 1 week irl to accomplish. I see this can take a lot of time. I'll try to be patient then.

Okay, it seems that some choices are blocking, but not some others choice. In a other game, Warmongering + SoR + Astrology + Hierocratic doesn't freeze the game, but Peaceful + Astrology + Agnatic Clans + Autonomous freeze the game.

It seems that Agnatic Clan and Equality pose problems, maybe because they change succession law.

Add-on: it appears clear now that when you have too many titles (are kingdoms and empires tiers the only concerned?), reform religion with something that change succession law put too much strain on the game and it freezes. I just tested with tribal government, so this isn't just locked to the nomad government. Current work-around would be reform religion with something that change succession at the beginning of world conquest, or never create any title.

To repeat this, give the pontifical college (or whatever the pontifex post is called) to Manasid (I marked him as interesting). I don't know why it's him that I can give the post to. I can't give it to my augur, any relative, the rules are weird. Then, it's possible to change religion to germanic, I have the temples stand by. I planned to switch to equality then switch back in order to get the status of women laws and absolute cognatic succession in a swoop. Anyways, I have to go the long ways for it now.

This save game is also quite useful to test anything with a reformed Hellenic byzantine empire with the entire map as borders.
