Please explain your issue is in as much detail as possible.
Not sure if this qualifies as a bug, but it sure smells like one:
As you can see in the attached screenshot, the grand mayor has an unupgraded tribal village in one of his counties. In the last decades he has inherited that village twice. He is well below his demesne limit. The village has a fully upgraded market city. But he refuses to upgrade the village and take the "gifted city", instead he always gives it away to a new chief.
Expected behavior would be: Upgrade the dam village and keep the city for yourself, you damn fool!
Note: I do know that they are able to upgrade villages. I gave that very same mayor capital villages in counties (with prebuilt market city) and he correctly upgraded them.
Steps to reproduce the issue.
Have a mayor or or feudal lord of at least count level. Give them a barony level village with market city and/or stone hill fort. Thery will give them away instead of upgrading them.
