Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Game doeasn't download mods from workshop and can't detect ones I put myself into Documents\Paradox Interactive\Crusader Kings 2\mods.

I've already tried re-subscribing them and reinstalling whole game - nothing worked.

Steps to reproduce the issue.
