Commander siege bonus not being applied

Please explain your issue is in as much detail as possible.
Sometimes when besieging a holding the commander siege bonus is not applied. If I remove and re-add the commander to the army, the siege bonus suddenly is applied.
I've attached a relevant savegame (see reproduction steps), as well as screenshots showing 1) that no siege bonus is being applied, and 2) that an active commander has a siege bonus.
Steps to reproduce the issue.
I don't know how to reproduce this issue. It happens intermittently. I am attaching a savegame where the issue is occurring.
My 3885 man army "Army of Samson" is currently besieging Vyazma Tribe in the province of Vyazma.
The commander Samson has a +100% siege bonus from Way of the Leopard and Martial 20. It is currently not being applied. Resign him and replace him and the bonus is applied.
(If you just move him from his flank to another position it is not applied.)
