Please explain your issue is in as much detail as possible.
Started in 769 as count of Barcelona. Shattered world (only counts) but everything set to historical escept tech (flat). I totally control Barcelona and Aragon duchies (no barons left). My primary title is Duke of Barcelona. The other titles are Duke of Aragon and counties in these duchies.
I control the Duchy of Aragon. I'm not in war. The decision is not showing up.
