Please explain your issue is in as much detail as possible.
I've gone through all the duchies in the game, and here is a list that seem to not contain a duchy capital.

Varend, Vologda, Livonia, Skalva, Sibir, Mudar, Abkhazia, Penthievre, Mzab

Also the Empire of Kanem-Bornu

Steps to reproduce the issue.
Just look on the map, 769 start date.

All of these titles, except Mudar, still do not have de-jure capitals in 3.3.3.

(Mudar fixed in 3.1.1)
