As usual I have 2 armies looting the Abbasid Empire. But today I experienced the problem that Alexandria, more specifically Abukir could be looted in a never ending loop.
In the provided images you can see how time moves on, the event keeps popping up, piety keeps rising.

I even moved the army from Alexandria to help the other looting army close by once. After I returned, the issue with Abukir remained.
