Please explain your issue is in as much detail as possible.
Despite positioning the raiders in a raiding zone, they desert and steal from treasury as if they were unused.

Sunset invasion Installed but not activated.

Steps to reproduce the issue.
Play a Norse game and do Raid with event spawned troops.

Yes, I have had this occur in my game as well.

This happens with the troops spawned with the Build Legend mission, too (troops desert despite being at war).
