When launching CK II from Steam, a "Preparing to start" tab appears, as is standard with steam. At this time Steam recognises me as playing CK II in that moment. Briefly after this "preparing to start" tab disappears, Steam states I'm no longer playing anything, and no CK II launcher appears.

After verifying the cache and doing a clean reinstall of CK II, I came across a solution wherein you delete the defines.lua file, and launch the game on Steam. This allows the launcher to appear, however when I hit "Start" I get a runtime error, which forcibly terminates the program, even when I restore the defines.lua file after the launcher has opened.

I have played CK II in the past (3-4 months ago), and can think of no significant event that would have drastically changed the landscape on my computer. Hearts of Iron IV launches without issue, as does Cities: Skylines and Stellaris.

I have tried to run the game bypassing Steam as Admin, to no avail.

I'm on Windows 10, recently updated.

I've seen a few threads go nowhere or get limited attention on this topic, and I'd really like a fix to it.

Well, the game fixed itself, so either there's a kind fellow at Paradox who did something, or the magic hand of God came and solved all of my problems.

I've had runtime errors a couple of times over the past few weeks but have been able to launch on a second attempt, sometimes on a retry from my desktop shortcut and otherwise via the steam interface. Similar to you nothing changed on this Win 10 set-up AFAIK that might be related.
 
Having the same issue as of now. Launcher won't open for either CK2 or EU4

Create your own thread (as is common standard here and expected) and post more information (when what how) and for the best a dxdiag report.
