One line summary of your issue
[CK2: 3.3.0. XDSW] Fraticelli Pope does not use "papal_succession" type, but rather "open_elective".

Please explain your issue is in as much detail as possible.
When the Fraticelli papacy is created the title is set to "open_elective", like a standard town uses for mayor elections, rather than the "papal_succession" type.
The Fraticelli college of cardinals does seem to function properly, with cardinals being chosen and elected, but because the main "d_fraticelli" title is using the "open_elective" succession type, no cardinal is ever chosen to succeed the dead Pope. Instead, a random priest is generated and replaces the Pope, rather than the preferatus/a cardinal.
If I edit the save game, and change the "open_elective" succession type to "papal_succession" then everything works properly for ONE Pope. The Pope dies, and the preferatus is chosen to replace this now dead Pope. However, upon doing so, the succession type auto changes itself back to "open_elective" once again.
Steps to reproduce the issue.
The simplest way to reproduce this would be to start a game in, say, 769 (thats how I was testing it), as the Lombard king. You can userp the Pope's Papacy Kingdom title, and if you can convert your Lombard king to Fraticelli (easily achieved via console), you can holy way the Pope and take Rome.
Once you have Rome, and you have 1000 piety available (again, easily achieved via console), you can create the Fraticelli Papacy. From there, you can observe the described issue.
The attached save is all set for testing, you need only load the game, and then choose to create the Fraticelli Papacy via the intrigue menu decision. I have a Fraticelli bisop in place so as to demonstrate that the College of Cardinals mechanic works, but note that the newly created Pope with the "d_fraticelli" title is using "open_elective".
