Please explain your issue is in as much detail as possible.
The steam launcher is broken, both on Eu4 and Ck2. If I try to launch the game from steam it looks like its starting (it says game playing) but after a few seconds nothing happens.

I can managed to launch both ck2 and eu4 from the .exe if I revert compatability to windows 8, but then the game doesn't register any DLCs. I have verified game cache, reinstalled both steam and the games. Hoi4/Vicky2 Launcher works perfectly fine.

You mean you don't even see the EU4 or CK2 launchers themselves? Or you see them but not the game?

Have these games ever run okay on this computer? Or never yet?

What antivirus app do you use? Add eu4.exe and ck2game.exe to its exceptions list/whitelist.
