Hello.
In very rare occasions despite their poorness-modifier the priests of Iceland manage to form a the Duchy of Iceland.
In some even rarer events the government-type changes to Tribal and the Duchy is formed as Petty Kingdom.
This prevents Norse characters from settleing Iceland via decision.
If this is WAD because he's a wicked man, just ignore
Steps to reproduce the issue.
I've seen Iceland form as theocracy (without government change). I don't know what causes this to happen.
Easiest solution would probably be to simply have two or better yet four different realms instead of one ruler for all the of Iceland
